The Prime Minister is following up on the system for dealing with the phenomenon of stray dogs
Today, Dr. Mostafa Madbouly, Prime Minister, held a meeting at the government headquarters in New Alamein. To follow up on the system for dealing with the phenomenon of stray dogs, within the framework of the government’s keenness to coordinate efforts among the various concerned parties to deal with this phenomenon.
Dr. Khaled Abdel Ghaffar, Minister of Health and Population, Dr. Manal Awad, Minister of Local Development and Environment, Alaa Farouk, Minister of Agriculture and Land Reclamation, and Engineer Randa Al-Minshawi, Minister of Housing, Utilities and Urban Communities, participated in the meeting, via video conference technology, and officials from the Military Training Academy participated in the meeting.
At the beginning of the meeting, Dr. Mostafa Madbouly, Prime Minister, pointed out the growing phenomenon of stray dogs in a number of regions, and the challenges it poses that require dealing with them in a scientific and organized manner, stressing that the government pays great attention to this file, and is working through full coordination between the various ministries and concerned authorities to implement integrated solutions to deal with the phenomenon, in a way that achieves a balance between preserving public health and safety of citizens, and taking into account environmental considerations, in light of legislation and regulating decisions.
During the meeting, Dr. Khaled Abdel Ghaffar, Minister of Health and Population, reviewed the current situation of the cases of impotence that were monitored during the last period, in addition to the efforts made by the Ministry to ensure the availability of the necessary serums in various health facilities, ensuring the rapid provision of medical care to the injured, and immediate dealing with the cases in accordance with approved medical protocols.
In a related context, Alaa Farouk reviewed the plan implemented by the Ministry to deal with stray and abandoned animals, reviewing its axes and implementation mechanisms, within the framework of coordination with various concerned authorities, in a way that contributes to reducing this phenomenon, and preserving public health and safety of citizens, taking into account the standards and controls regulating the dealing with animals.
The Minister of Agriculture and Land Reclamation reviewed the Ministry’s efforts to enhance institutional cooperation and community partnership to deal with the phenomenon of stray animals, stressing that the Ministry adopts an integrated approach based on continuous coordination between the various concerned parties.
The Minister pointed out that the system for dealing with the phenomenon of stray dogs depends on close cooperation between the Ministry of Agriculture and Land Reclamation, represented by the General Authority for Veterinary Services and the veterinary medicine directorates in the governorates and research institutes, and a number of ministries and concerned authorities, including the Ministry of Health and Population represented by the Directorates of Health Affairs, Hospitals and Health Care Directorates, the Ministry of Interior represented by the Police Academy, the Security Sector and Private Guards, the Ministry of Local Development and Local Government Units, the Ministry of Higher Education and Scientific Research through the Colleges of Veterinary Medicine, in addition to the Ministry of Environment, and the Ministry Defense, the Ministry of Housing, the Urban Communities Authority, religious institutions, as well as the private sector, private companies, and civil society organizations and institutions.
He explained that there is an integrated national plan to deal with the phenomenon of stray dogs, ensuring that the phenomenon is dealt with according to a scientific and institutional approach based on prevention, rapid response, and coordination between the various concerned parties.
The minister pointed out that the plan is based on a number of main axes, including dealing with and controlling stray dogs, dealing with all kinds of waste, and establishing an integrated system to receive reports and complaints from citizens.
He added that these axes include implementing a number of important measures, including: Raising community awareness, strengthening preventive measures, expanding programs for safe dealing with stray animals, and creating the necessary infrastructure to support the system, in addition to developing mechanisms for receiving reports and complaints and dealing with them efficiently, stressing that all procedures are implemented in accordance with approved legal, veterinary and humanitarian controls, and in full coordination with the ministries and competent authorities, in a way that contributes to protecting public health and preserving the safety of citizens.
In a related context, Dr. Manal Awad, Minister of Local Development and Environment, reviewed the governorates’ efforts to support the system for dealing with the phenomenon of stray dogs, noting that the governors have finished equipping and preparing the shelter centers (sheds) designated to receive stray animals, within the framework of implementing the national plan to deal with this phenomenon, and in coordination with various concerned parties.
Meanwhile, Engineer Randa El Minshawy, Minister of Housing, Utilities and Urban Communities, referred to the efforts made by the Ministry to support the system for dealing with the phenomenon of stray dogs in new cities, explaining that 40 shelter centers have been prepared in new cities, in cooperation with civil associations, which contributes to providing the necessary structure to implement the national plan to deal with this phenomenon.
Counselor Muhammad Al-Homsani, the official spokesman for the Presidency of the Council of Ministers, explained that the meeting reviewed a number of international experiences in dealing with the phenomenon of stray dogs, which showed that several countries have adopted integrated programs to control large numbers of stray animals and limit the spread of the phenomenon, by implementing an integrated package of procedures and mechanisms that have proven effective in this field. At the end of the meeting, the Prime Minister was tasked with continuous evaluation of the measures taken in this file, and continuous follow-up by the concerned authorities.
